Preheat the oven to 550 degrees Fahrenheit.
Make a paste of salt, pepper, and garlic powder and rub it on the meat. Place the meat in a shallow roasting pan, fat side up.
Roast at 550 degrees for 5 minutes per pound for rare, or 6 minutes per pound for medium, and 7 minutes per pound for well done.
Turn off the oven when done and DO NOT OPEN THE OVEN DOOR FOR TWO HOURS.
After 2 hours, remove the meat from the oven and slice it; the result will always be perfect.
